Registry surface: retrieval $0.06 per request; agent $0.15 per request.
Training, both surfaces: $5.00 per request, corpus parity ($50,000 over 1056 published pages, clamped to $0.25-$5.00).
Unverified, both surfaces: $5.00 per request, at the training rate.
The registry surface is the civic record: /emergency-services, /emergency and the ratified civic services taxonomy. The editorial surface is everything else.

Corpus license: annual full-corpus license, floor $50,000/year. One execution
admits the licensed crawlers across the estate and ends the per-request
meter for them. Sold by invoice from the License Desk, never by self-serve
checkout.

Humans are never metered. The index lane is free, always, entered by proving
identity. A conditional request against an unchanged resource is answered
304 and is not billed.
